Before joining ExxonMobil, Levy was a partner at Haynes and Boone, LLP for over 14 years in its Business Litigation Section, and earlier held positions at Johnson & Gibbs as well as Weil, Gotshal & Manges. He earned his J.D. with honors from the University of Texas School of Law in 1986 and, early in his career, served as a briefing attorney for Judge Robert Parker of the U.S. District Court for the Eastern District of Texas. He is a longtime member of the Texas Supreme Court Advisory Committee and sits on advisory councils of the Atlantic Legal Foundation, the Center for Law & Public Policy, and the Mountain States Legal Foundation. Role in the โ€œTort Reformโ€ Campaign Against Climate Liability Lawsuits

In March 2020, ATRA published a report on โ€œpublic nuisanceโ€ lawsuits โ€” lawsuits in which state officials sue private companies for the negative impact of their activities on public welfare. The report covered climate, opioid, and vaping litigation, and recommended limiting public nuisance torts to a narrower โ€œhistoricalโ€ common law definition โ€” an approach that under-girds โ€œclimate liability shieldโ€ bills being supported by fossil fuel companies and drafted by lawmakers across the US.23American Tort Reform Association.
