Background
Fusion Law, PLLC is a law firm founded by Paul Watkins, an attorney in Arizona, on April 4, 2022.1“Articles of Organization of Limited Liability Company – Fusion Law PLLC,” Arizona Corporation Commission. April 4, 2022.
Fusion describes its focus as “federal and state litigation and regulatory issues involving finance and technology” with experience in establishing “regulatory policy on cryptocurrency.” Fusion represents clients including companies and organizations challenging ESG (environmental, social, and governance) policies.2“Services,” Fusion Law. Fusion’s legal work includes a major ESG case, Utah v. Su (Case No. 23-11097). Court filings show Fusion Law PLLC – specifically attorney Beau Roysden – listed as counsel for the plaintiff-appellants, alongside Boyden Gray PLLC (founded by the late Boyden Gray). Other plaintiffs included oil field service Liberty Energy (owned by fracking executive and Trump administration Secretary of Energy Chris Wright), Western Energy Alliance, twenty-six state attorneys general, and individuals including the Manhattan Institute’s director of Legal Policy, James R. That case challenged a Biden-era Department of Labor rule allowing pension fund managers to consider ESG factors in investments – a high-profile, multi-state challenge directly targeting the infrastructure of ESG investing.
Representatives of Fusion Law have made public statements about climate liability litigation and related issues. In May 2024, partner Beau Roysden co-authored a law review article arguing for Supreme Court review of Sunoco LP v. City and County of Honolulu, the landmark climate case in which Honolulu sought to hold energy companies liable for climate change damage. Fusion’s focus is similar to the work that its founder Paul Watkins was doing in his previous role as Managing Director of a D.C. consulting firm, Patomak Global Partners.5“Paul Watkins – Experience,” LinkedIn.
In January 2022, Patomak published a policy brief on the consulting firm’s website that examined regulatory discussions around cryptocurrency, including “cryptocurrency’s environmental impact.” Patomak’s brief urged its clients to reach out to Paul Watkins, who appears to have still been with the consulting firm, to help “assess emerging risks related to public policy developments in the digital assets space.”6Chris Beckmann, “Crypto Policy Consensus On Capitol Hill Elusive in 2022, But Regulator Action Looms,” Patomak Global Partners. In March 2022, one month prior to Watkins founding Fusion, the United States Securities and Exchange Commission (SEC) proposed a climate-risk disclosure rule, to which Patomak responded by immediately marketing itself to corporate clients on this issue. Leonard Leo Ties
Fusion partner Beau Roysden is linked to conservative legal activist Leonard Leo, the Federalist Society’s former Executive Vice President and co-chair. Known as the Trump “court whisperer” during the president’s first term in office, Leo has been credited with orchestrating the conservative majority of the Supreme Court.8“Leonard A. Roysden holds numerous positions with organizations tied to Leonard Leo. Roysden is a board member at the Publius Fund (a 501(c)(3) nonprofit organization) and the Lexington Fund (a 501(c)(4) nonprofit advocacy organization) that have registered a flurry of fictitious names for use in various judicial advocacy and electoral campaigns.

Funding
Publicly available tax filings show that at least two groups have hired Fusion Law Firm, paying them over $9.2 million between 2022 and 2024.
